These releases of Ubuntu are available
There are 2 types of Ubuntu releases: Interim and LTS. Each Ubuntu LTS is maintained for 10 years total: 5 years of standard support + 5 years of ESM. Interim releases are maintained for 9 months.

We are happy to provide hosting for the following projects via the cdimage server. While they are not commercially supported by Canonical, they receive full support from their communities.

Репозитории для неподдерживаемых версий
После окончания поддержки дистрибутива он удаляется с серверов, на которых хранятся репозитории Ubuntu. Это приводит к тому, что при попытке обновить список доступных пакетов выдаётся предупреждение о недоступности всех основных репозиториев. Однако все пакеты из репозитория на момент окончания поддержки не удаляются в никуда, а переводятся на другой сервер, поэтому если вам зачем-либо понадобится репозиторий для неподдерживаемой версии Ubuntu, вы сможете его получить. Для этого заменить все ссылки в файле /etc/apt/sources.list , отвечающие за официальные репозитории, на:
http://old-releases.ubuntu.com/ubuntu
Если Вы решили использовать неподдерживаемую версию, то должны хорошо понимать риски и неудобства такого использования. Другими словами Вы должны понимать почему и зачем это делаете. Архивные репозитории не обновляются и не содержат актуальных исправлений безопасности. Поэтому при окончании срока поддержки настоятельно рекомендуется обновиться до актуальной LTS -версии Ubuntu.
How do I download old Ubuntu versions?
I want to create VMs of old versions of Ubuntu, such as 10.10, 8.04, 4.10 and more. But how do I download old versions of Ubuntu? My main idea is The Wayback Machine. But is there anything more easier than that?
As mentioned by Terrance this website contains all the old Ubuntu releases. Just select the version you want from the list, click on it and select the ISO that matches your system (e.g. *-amd64.iso for an AMD-based system) . Good luck!
Note that the Wayback Machine does not always provide specific versions of content, and often does not archive large files. In this particular case, I spot-checked several versions dating back to 2010, and in every case the final link to download an ISO resulted in an error message.

You can download all the old releases from http://old-releases.ubuntu.com/releases/
This is useful indeed. But sometimes you also want to be able to download individual .deb files for an old release. Are they permanently deleted from the web once the release is no longer supported or can they be downloaded somewhere?
@PerLundberg I actually don’t think they keep them all. I do know that the .deb packages are stored on launchpad.net/ubuntu and you can try looking there. I do know that if you install an unsupported or old release setting the repos like in askubuntu.com/questions/91815/… will allow you to upgrade the packages to the newest versions before that distro version went EOL.
